What release are you on?  COBOL was supposed to add XML generation in 
the V5R4 release but I haven't checked if it happened.

I use CGIDEV2 (www.easy400.net) - IBM's free web tools - to generate 
XML from RPG.  No reason to think that the COBOL interfaces to CGIDEV2 
wouldn't work as well but I have not tried them personally.

If you decide to write your own in the end, take the extra time to 
develop a template (i.e. mailmerge) type system similar to the way 
that CGIDEV2 works.  You'll thank yourself for it later.
