what exactly does this do? the reference manual stinks!

INITIALIZE TALLY.
INSPECT RPTLVL OF SCREEN1F-I
TALLYING TALLY FOR ALL "?"

my guess is that TALLY is incremented when RPTLVL is = ? is that correct?
