I see no reason to involve Java in the process.

Using Scott's HTTPAPI would make much more sense. After all why re- invent the wheel.

Calling Java from COBOL is not trivial. In fact I think it would be easier to use the native sockets APIs and write your own code than go through the hassles of JNI in COBOL. COBOL doesn't have the same built-in support for JNI that RPG has.
