Why does the Java developer have to initialize? Why can't (s)he simply
leave it alone - or is there a tool being used that is generating the code?

I don't think there is anything much you can do about this. The limit of
returning a four byte integer is a hard one as far as I know and probably
relates to cross platform issues.
