I use a combination of the following:
Programming in COBOL/400 - Wiley - Cooper/Stern/Stern (its not ILE, but is has good examples) 
ISBN 0-471-12722-1

ILE COBOL Reference - IBM - SC09-2539-02   (Download from IBM's website)
ILE COLOR Programmer's Guide - IBM - SC09-2540-02 (Download from IBM's website)
The combination has been very useful..... plus some really good help from this forum 

We are moving some code from MicroFocus RS/6000 to the AS/400
