The "ah-ha" moment is BIN(4) is not 4 decimal places rather 4 bytes of
storage which is the equivalent of pic 9(5) to pic 9(9).

Refer to section 2.1.2.3 in the COBOL Programmer's Guide for a detailed 
explanation of how to map S9(n) to BIN(2), BIN(4) or BIN(8) data types.
