In the WORKING-STORAGE SECTION define your DDS like this:

---------------------------------
01 Described-file.
copy dd-EXTERNALRECORD of EXTERNALFILE.
---------------------------------

Then in the PROCEDURE DIVISION, code your reads, etc. like:

---------------------------------
read FLATFILE
   into Described-file

write FLATRECORD
   from Described-file
---------------------------------
