SNA Without INIT-SELF

Hi everyone,
I have been trying to connect to a 4701 terminal using
LU0. Currently the AS400 is connected to this device
thru a V.24 port w/ a modem attached.
Apparently the 4701 device was not answering to
INIT-SELF invitation sent by my program. Previously
this device was connected to OS390 and it was working
fine. 
Is there anyway to send messages to the 4701 device
without it sending an INIT-SELF?

FYI. AS400 is running V5R3.
