It highlights it because of the error message being triggered in
association with that field and indicator 53. 
The fields with the OVER and UNDER are the last two lines in the screen
DDS:

 1770               A  53                             18 27'OVER'
04/28/05
 1771               A N53                             18 27'UNDER'
04/28/05

Brad,

I don't see any DSPATR(HI) on the field CHGLSC so I wouldn't expect to
see it highlighted.  To what field are you moving the "over limit" text?
