The syntax you demonstrated is perfectly legal in ILE COBOL Jay (I wish
it
wasn't - but it is <grin>)

If it didn't compile, the compiler could not had passed the ANSI
validation
tests.

Either:
 a) there was something else wrong with the programs you had a problem
with
and the diagnostics were poor
 or
 b) this was a compiler bug

I suspect a) - I did notice that when I first compiled the code it gave
me
some erroneous error messages concerning Step-2 (in my case it was
because I
had not coded Procedure Division).
