Your problem is that READ ... INTO will not do what you want.  It is the
equivalent of doing a READ followed by a MOVE of the 01 level to the 01
level in the WS.

In other words a character MOVE.  Because of this no numeric editing will
take place.  This is true of all versions of COBOL - it has nothing to do
with the 400 implementation or the fact that the number is packed.

You need to do a straight READ and then MOVE the individual fields
separately in order for the edit to take place.
