This is correct.  It is not practical/possible for COBOL to do this.  The
main reason is that COBOL maps all fields directly into the record buffer -
so there is no data movement and therefore no decimal data errors to catch
and ignore.  Even on a READ INTO COBOL does a block move not a
field-by-field move - hence no errors to trap even then.  RPG/400 (but not
RPG IV) can do this because every field is always moved to internal storage
from the record buffer.

Frankly I think ignoring them is a lousy idea anyway - if you need to handle
them you can always check the numeric fields by remapping the fields as
character and checking the content _before_ you touch them as numerics.
