All I did was create two PDM user-defined options (PF16 from the PDM
display). One to submit the CRTSQLCBL command (with the TOSRCFILE parameter)
and the second to submit the CRTCBLPGM command.

I haven't tried creating a CL program to combine the two compiles, but it
shouldn't be too hard. I would create a PDM user-defined option to submit
the CL program passing it the library, file, and member name. The CL program
would then execute the CRTSQLCBL and CRTCBLPGM commands.
