OVRDBFs with QTEMP files

When doing OVRDBFs to QTEMP files before a Cobol program, it seems like,
even with data, they are not getting picked up? What am I missing,
OPNSCOPE(*JOB), share pathe *YES (similarly to an OPNQRYF) or something
else?
