I have several ILE COBOL programs that call OPM COBOL, OPM RPG, OPM CL
programs using that syntax
    CALL 'PGMA' USING PARM-WHATEVER.

They seem to work fine.  What problem are you having?  Maybe I don't
understand the issue.
