I agree that some effort is needed for negatives, but not for decimals. _Care_ is needed but nothing else. COBOL interprets the numeric value based on the picture clause. If you pass the string 12345 and the receiving program defines the parm as PIC is 999V99 then it will be read as 123.45 - if the PIC is 9V9999 then it will be 1.2345 and so on.
