Ya know, that is probably what is going on, but the version 4 ILE COBOL for
AS/400 Programmer's Guide says it will work, and we are on release 5.1. I
went ahead and got IBM involved at level 3 but have not heard back yet what
they have to say. Since I know I can put it in a CL and call it, I am not to
awfully concerned... but the manual says....

Special names is only for local data area.  Cobol/400 does not support other
data areas, at least not the version we are running.  You must use the CL
command CHGDTAARA within a Cobol program using the QCMDEXEC to change a
dtaara.  You can retrieve a dtaara with RTVDTAARA using the QWCRDTAA API.
