It isn't COBOL Joe - but don't forget that as part of your WDT tools package
you also get VARPG - and I use that a lot to do RPG development on the PC
(along with CODE of course).  Problem with using COBOL in that regard is
that I'd have to _pay_ for a COBOL compiler.
