You should not even attempt to do this with COBOL in the way that you can
convert RPG/400 programs piecemeal to RPG IV.  COBOL has no compatibility mode
in the way that RPGIV does and can _only_ work as a full ILE program.  Mixing
OPM COBOL and ILE COBOL can give you waaaaayyyyyyyy more problems than the file
status errors you have experienced to date!!

Don't do it - it is very bad for your health!  COBOL is designed to be converted
to ILE either carefully or at least a subsystem at a time.
