C++ compiler missing -- C400-L

Hi Steve

Jevgeni has pointed out my issue with the C++ compiler.
The command CRTCPPMOD exists but C++ compiler is not installed
also not likely to be installed, they dont use C here.

Frank, do you have the CRTCPPMOD command ?
I believe it is part of the language program product since V5R1.
