Openssl headers unrecognized into a program

Hi, 
how can I do recognize the openssl headers into my program? 
#include <openssl/bio.h>
#include <stdio.h>

int main ( ) 
{
 BIO * bio = NULL ; 
 return 0 ; 
}

message error : include file <openssl/bio.h> not found ( also into the INCDIR parameter, I gave the path to openssl headers ) 
v6r1 , openssl command recognized into QSH, any help is appreciated.
