Did the folks in Rochester change the way C includes work?

I suspect this has little to do with Rochester. Much in C changed at
VRM510--see various complaints from me in the archives. Different C
compiler. Many includes stored in stream files. Although the new C
compiler is more consistent with C on other platforms it has lost much
when compared to the previous C compiler.

As far as I know QSYSINC hasn't changed at 610 (other than content)
and is part of an optionally installable component so don't try to
fake it. Just install it properly.
