You are correct.  I have no functional reason for wanting the format name to be 
a specific name.  It is a matter of aesthetics.
  My application creates a temporary file with default member name and default 
format name.  At certain points in the application, I finalize the file to its 
final form with a different name.  I would be nice to be able to have matching 
member and format names.

If I want to rename this entity to something else, I can rename the
