Might not be him -- might be the remote firewall. It's not uncommon to
block those responses. With the response the sender knows they found a
machine, but that connection wasn't allowed. W/out the response the
sender has no way of knowing they found a machine. Annoying if you're
trying to debug a valid attempt, but nice if you're trying to prevent
hackers from knowing about a machine.
