compiling nrpe-1.9 in PASE -- C400-L

I have compiled nrpe-1.9  
( https://sourceforge.net/project/showfiles.php?group_id=26589 ) using
PASE on the 400.

At this point I am having 2 problems....
   1. Debug information is getting sent to syslog,  I thought os400
does not provide syslog,  so where is this information going ? Is
there something I can configure to capture this info and write it out
to a file ?

   2. When I execute nrpe, it will bind to the localhost 127.0.0.1,
but it will not bind to other addresses...Can anyone offer some advice
?
