I'm surprised that % is not supported for decimal operands. However, if you
need to work with large numbers that may not be representable by a 64-bit
integer, you could try an alternative forumla for computing the remainder
that uses supported operations on decimal operands (namely addition,
division, and multiplication:

  remainder(a, b) <- a - floor( a/b ) * b

For example:

#include <decimal.h>

decimal( DEC_DIG, 0 ) mod ( decimal(DEC_DIG, 0) x )
{
  return  (x  - (decimal(DEC_DIG,0))(x / 2d) * 2d);
}
