thanks phil, i am still not clear about how to use these APIs in 'C'. for
e.g. QSNDDTAQ's third parameter is a packed decimal. even though we can use
QXXITOP() from <xxcvt.h> to get a packed decimal, i am still in dark about
how do we call this API.

i am yet to have a look at UserQMI
