You may want to look in the Information Center under

Programming;CL and APIs;APIs;APIs by category;UNIX-Type;Environment
Variable APIs.

There you will find that there are system level environment variables
that are set the first time a job-level environment variable API or
CL command is used; and the Qp0zGetAllSysEnv() API which will return
a list of all system level environment variables.
