If you have the ILE C/400 programmers guide, start with Chapter 7 "Using
database files and distributed data management files in your ILE/C
programs".

Actually this book is probably available also in PDF format - have alook at
http://publib.boulder.ibm.com/pubs/html/as400/online/v4r3eng.htm

There are examples.
BTW, when you see the words "Key in data into the file", you must use UPDDTA
program to enter data, as these PF-s are databases actually.
These programs are a good start.
When you'll understand, how things are going there, you'll have real
questions to ask.
