Yes, Kevin, I believe it is the offset value in the Bill Of resources, which comes from the IIM lead times, which is throwing things off. Essentially what you said.

How far apart are they? Check in your routing , if you specified Queue time it will push the cap detail dates out beyond the rough scheduled date.
