That does change the picture slightly - the order statuses that you are looking at are prior to BPCS version 6. The there are 5 order statuses for the header and 5 for each line.
Depending upon the order type/class the status is dependent on the print options for the order class. The statuses you are referring too are no longer used for the life cycle of the order.

What version of BPCS/ERPlx are you currently running? The order statuses have changed in subsequent versions of BPCS, are you looking at the order header or lines?
In older versions of BPCS E= entered C=confirmed and 8=Complete. As a caveat if the order has been canceled the status is still E but there aren't any quantities on the order lines.
