You have to compile the printer form first, then the RPG program and if
the parameters have changed in the CL then re-compile the CL as well.

At one point we changed versions and had to recompile everything. It was
then we
discovered a past programmer had used CHGPRTF to set form length, overflow
and all
sorts of other things. There was nothing in the DDS or CL that said this.
story short, instead of a simple re-compile, we had to recalc everything.
any overrides are in the OVRPRTF in the DDS. Good luck.
