By chance if your users are also setup in the CEM file (Employee/Clock Master File) within BPCS there is a User Created, Date & Time Created. Although in the older versions BPCS it did not update those fields when the users were created through the "Employee/Clock Number Maintenance" program SFC150xx. Of course the date and time in that file would not always have to be the same as the date and time created in the ZSC security file, but it might help.
