Yes. SSAZ01 is delivered empty and is for custom messages. SSAZ02 is overridden to SSAZ01 at runtime so that if the message ID is found there first, that is the one we present to the user for runtime errors/warnings. This doesn't work for message literals in SSAZ03 (anything painted on the screen or on reports) as there is no override done on that message file (unless you add it to the code somewhere yourself).
