I run into similar topic with last price used on the selling side.
Usually get it from invoice history lines, but what I looking for is reconciling ESP special price file with any ECL entries with wrong price before too late.
I suggest you look at what kind of transactions you use for the 3 way match 
of purchase order, inventory receipt, invoice reconciliation, such as the C 
transaction, then look at what info is captured on that in the ITH 
inventory history file.  Beware of decimal error ... example: invoice is 
for 1000 units, what you received was 100 units, if not applied correctly, 
it looks like price is 10 times what it should be.
