Perhaps this might be of some use .. Softlanding has ported the
Subversion open-source CVS to the iSeries.  I don't know if it can be
easily adapted to handle traditional iSeries source and objects, but
it might be useful.

That said, creating a bare-bones
check-in/check-out/test-to-QA-to-production system doesn't strike me
as that hard.  I *strongly* suggest, however, that you get the process
going manually before attempting to automate.  Define the duties,
secure the production source and objects properly, create the
checklists and request forms.  Once that is running smoothly, automate
it.
