One of my customers had the MSDS sheets scanned into PDF's and then they
had an outside source develop an access database.

Within the Access database their was security placed so that you could
not change the content of the MSDS and if you requested a printed copy
the system logged whom and why the document was printed.

I don't see why you couldn't scan them into a "data base" that is part
of BPCS so that your users could look-up referential information such as
chemical types etc.
