In addition to Dan Sweeny's suggestion if you want to force the issue from 
a specific location use the JIT110 program to lock in a specific backflush 
from location

I believe that if you set up within the facility planning record (CIC)
file to allow facility wide allocation and back flushing the system will
allocate/and back flush from multiple warehouses.
