Move & Queue days -- BPCS-L

Hi,
      I was looking in the archives for information on move & queue days,
but couldn't prove or disprove a theory I have on something that is not
working as expected. We have a shop order and the routing for the shop
order (FOD) has 0 move & 0 queue for operation 10, and 1 move & 4 queue for
operation 20.  The facility level routing (FRT) for this item has 0 move
and 0 queue for both operations, and the hours are different. The changes
were made when the shop order was taken out. It looks like when the order
was scheduled, the hours came from FOD, but the move and queue days are
from FRT. Can this be true? I have a call into BPCS, but it has been a
couple of hours and haven't heard anything yet. I thought maybe someone out
there had run across this and can help me prove or disprove it.  Thanks
