When creating a new environment from scratch.  I am assuming that you
are starting with empty files.

The GCR file is only created when transactions are executed.  The GCR
contains the internal account number.   The next number is the
controlled within system parameters.

Not posted on here for a long time.

Quick question - When setting up a new environment from scratch and
subsequently migrating
our cea base info (macros models etc........) is the GCR populated?
No
historical info is being
migrated.
