AOL appears to have an adaptive blocking mechanism ... when someone logs a TOS complaint, the sending IP is blocked for a while. I'd have to spend some time reviewing the logs to see exactly how the mail is being rejected ... is it being rejected with a fatal error or temporary error.

Temporary errors are often used in grey-listing systems ... assuming that the sender will not try to send again.

The question then becomes is if this impacts just this list, or the whole domain.
and what % of the participants of the various lists are on AOL

It effects the mail server ... which is effectively the entire domain (plus a few others).
