We automated a similar process for small order charges.  Anyone needing the 
code, just let me know.  It was developed for ORD500 v3.1

The way some BPCS customers implement this functionality with very little 
effort is by creating a special charge (via an Item Class) called Freight.  
This special charge will them be added to the customer order as a special 
line and you plug in the amount.  For tax purposes, this will be treated as 
any other line on the order and the appropriate taxes calculated.

Depending on your printing needs this may or may not be suitable to you.  
Something against this approach (again, depending on how you see it) may be 
the fact that the "special line" will be printed along with the other lines 
on the invoice and not necessarily on a specific place on the invoice.
