It sounds like it from the post. The question would be how his client is licensed. Is it user based or tier based? If user based, SSA will issue keys only to current OGS subscribers, regardless of their license type. They are taking the position that you must sign a 3 year contract for OGS (if you are not presently on OGS) to get keys. As I'm sure you know, OGS ain't cheap. If tier based, they will have to pay any tier difference as well. I'm sure that SSA would not issue them a credit for dropping a tier. In other words, if they are not on OGS, they are going to write a great big check.
