The only reason that the BPCS compile command would be required would be if
there are file overrides that need to occur.  And then only if the correct
data has been entered into the bpcs programming overrides maintenance
programs.  If the files do not exist here, then it matters not, and the
overrides must be executed manually and the compile executed interactively.
