This varies a bit by version ... I'm on 405 CD. You need to be reading the BPCS on-line documentation for BPCS security. If you have SYS security you can get into DOC security, or your BPCS security officer can give you the relevant DOC authority. If you have command line access & programmer authority you might be able to get in the back door to the file BPCSDOC. Each member of the file is a separate BPCS document.
