Note the word: All. The record ID in ILI goes to LZ durinmg the month when the on-hand quantity goes to zero. But the M-T-D figures (Receipts, Adjustments, etc) may still contain information that is useful (or vital) to you. At month-end these get rolled up into IWI and IIM records, but until then may contain good data, or data you want to collect ( in IIM) at month-end. This took care of our problem, and according to the SSA Help Line this will not cause a problem. So far it has not. You may want to check this out with SSA again before doing this.
