BPCS does not permit duplicates of the same reference number in the system at
the same time.

We have run into this with trading partners that send us currected documents,
and we try to void the original then reenter the correction.

We add a letter to the end of the "number" to indicate that it is the same
document, but 2nd version of it, because of BPCS constraints.
