The quantities of the child are based on a couple of things.

1. The quantity is in the CFG Structure which contains the child.  What
quantity is there?
2. Rules can be used to set the quantity of the child.  Do you have rules
doing this?
3. What is in the Master BOM?  Are any of the children listed there?  Are
the quantities correct?  The Master BOM should only list those children
which belong on every bill.  All other children are set thru the CFG.

The bottom line is that CFG is doing what you set it up to do.  You need to
review your data for errors.  If you find no errors, then maybe you have a
bug.
