Change Management

We currently run BPCS 6.04 for fifteen North American Divisions and ten European
Divisions on five AS/400's. We have limited development to two machines, one for
US and one for Europe.   We are looking at purchasing a change management
software package to help control our distribution and modifications to the
software.  Simple question, is anybody using a change management package?  It
obviously must support RPG, RPG ILE, and AS/SET (without forcing us to generate
RPG code to work).  Hopefully, it would have some way of packaging object
together for distribution onto the various AS/400's.  It would also need to
contain a method of securing who will be able to put what into production or
test.
