speculation from Al Mac 405 CD If you launched a Billing 500 run from the JOBQ and that JOBQ never got to a proper conclusion, like perhaps the batch job crashed, some BPCS settings know the job was launched but never reached a conclusion, so it does not want you to relaunch until all finished. Check recent archives for thread labeled "Billing process for BPCS version 4 Workstation members" where there was talk of: Something might be messed up at THIS work station, so TRY a DIFFERENT work station ... if the Billing runs fine from the OTHER work station, then you know the problem is not with billing or with the documents but with THAT work station work areas. If same problem with another work station, it could be that other work station has the same problem.
